You can always buy Magic Tarts in Summers. You just talk to the Magic Cake drug dealer lady, and she'll tell you that she can't make any more Magic Cake, but will sell you Magic Tarts instead. It recovers 30 PP, I guess.

You'll need to edit m1_window_command_menu.bin with a hex editor. I don't have time to explain the format, but it's pretty simple. The important thing is that the [02] signifies a new line, [03] is usually followed by something else, almost like a control code, and almost everything else uses the font table values.
Don't know about Mother 2 stuff, you'll have to figure that out on your own.

No, it's not a typo. Don't change it or you'll get broken stuff.
You can insert bytes into the .bin file if you want. There's a chance the menu won't fully close if you make it too big though.
